This error is caused by the .NET XML configuration file becoming corrupted.
The fix is to simply rename/delete the following folders:
%LOCALAPPDATA%\MEDILINK
%LOCALAPPDATA%\APS_MEDILINK
You can do this from the command prompt by running these two lines:
DEL %LOCALAPPDATA%\MEDILINK DEL %LOCALAPPDATA%\APS_MEDILINK
